Evaluation of Digital Innovation in Film

Clients: NESTA & UK Film Council - 2008/09
The Digital Innovation in Film programme pairs individual film businesses with specialist partners to help them digitise, market and distribute their films to audiences around the world in new ways. BOP is carrying out a comprehensive qualitative and quantitative evaluation by tracking participants through the programme and analysing its effectiveness using a range of methods, including depth interviews, electronic surveys, network mapping and case studies.

Review of the UK Film Skills Strategy - A Bigger Future

Client: UK Film Council - 2008
Review of 'A Bigger Future', the UK Film Skills Strategy. The review provides an assessment of the implementation, delivery, impacts and outcomes of the strategy, and identifies opportunities and priorities for future development.

Research to Inform the London Media Legacy Programme for 2012

Client: Skillset - 2008
Research into anticipated skills needs and job opportunities in the broadcasting and media industries arising from the 2012 Olympic and Paralympic games in London. The study analyses the sectors and occupations most affected by the Olympics, together with technological and other drivers of change, and the nature of training and skills provision. It will inform the industry's strategies to address predicted skills shortages and diversify its workforce.

Understanding the Cultural and Creative Sectors in the Royal Borough of Kensington and Chelsea

Arts & Creative Industries Economic Impact Study and Needs Assessment for the SE Wales Valleys and Monmouthshire

Research reviewing the provision of arts services and mapping the economic impact of the arts and creative industries in the South East Wales Valleys and Monmouthshire. The study will help policy makers to develop these sectors as key drivers of regeneration and cultural tourism.

Cultural Strategy for The Fylde Coast

Client: Lancashire County Council, Blackpool, Fylde, Wyre and Culture Northwest – 2008
Identification of the economic contribution of culture to the Flyde Coast and mapping of significant cultural assets, culminating in the first cultural strategy and cultural action plan for the area. The work identifies major cultural assets and strategic gaps in the current and future provision of those cultural assets, and seeks to embed culture in The Fylde Coast's multi-area agreement and all relevant sub-regional and regional policies.

Evaluation of Digital Horizons

Client: South East Media Network - 2008
Evaluation of a year-long training programme for producers and developers from across the digital content industries in the South East region of England, asssessing the degree to which the initiative aided company development and innovative cross-sector collaborations.

The West Midlands' Cultural Assets

Mapping study of cultural assets in the West Midlands to inform revisions being made to the Regional Spatial Strategy. The key objectives of the work are to identify the West Midlands' international, national, regionally and sub-regionally and City-Regionally significant cultural assets and to identify any strategic gaps in the current and future provision of those assets.

Creative Industries Mapping of Urban Districts

Client: Regeneration East Midlands, East Midlands Development Agency and EM Media – 2007/08
Statistical mapping of the creative industries in all local authority and unitary districts in the East Midlands classed as urban by Defra. The study will complement the East Midlands Rural Creative Industries study recently completed for Culture East Midlands.

Creative Economy: 2008 Statistical Progress Report

Third annual update of an ongoing study into creative industries in Kirklees. The report also monitors progress towards Kirklees Metropolitan Council’s LPSA target for the creative sector.

The Creative and Digital Industries in Yorkshire and the Humber: 1998-2006

A statistical investigation into the creative and digital industries in the region. This study builds on an earlier report produced by the University of Leeds by updating data findings and providing further analysis.

Mapping the Creative Industries in the West of England

Client: Bristol City Council, South West Regional Development Agency et al – 2007
Statistical mapping of the size and economic impact of creative industries in the West of England (Bristol City Council, Bath & North East Somerset, North Somerset and South Gloucestershire). The study used the DCMS DET methodology (supported by Experian NBD data) to analyse employment levels, business numbers, GVA and growth in creative sectors across the sub-region between 2001 and 2005.

Audio-visual Skills Needs and Provision of Skills Supply in the North of England

Client: Skillset – 2007
Research to produce a clear market-based assessment of the priorities for skills development in the AV sector in the three northern regions, based on mapping existing supply provision, analysis of recent Skillset surveys and detailed consultation the AV sector through industry panels and 1-to-1 interviews. The research will be used by Skillet and the Cross-Regional Industry Panel to plan Skillset’s own investment and to influence the plans and investments of key partners, mainly LSC, RDAs, HE/FE, RSAs.

The Value of ‘Design Dependent’ Sectors

Client: London Development Agency (LDA) – 2007
The research gives a concise account of the value and importance of design in domestic interior product markets, such as furniture, lighting and ceramics. The research synthesises the latest quantitative market research with insights gained from a series of depth interviews with a range of retailers, trade associations and publications, and design education professionals. The research informs and underpins current sector strategies to support design in London (with Cornerstone Strategies).

Cultural Impacts Toolkit

Client: Manchester City Council – 2006/7
A major project to develop a policy framework, toolkit and indicators for demonstrating the contribution of culture to a range of shared local and national government socio-economic policies and priorities, as embodied in Manchester’s Community Strategy and LAA, and outlined in national frameworks such as ECM/YM. The project builds on the approach adopted in BOP’s GSOs work and covers analysis and assessment of existing data and information combined with a piloting process across six projects to develop new indicators.

Initial Impact Study of Screen, Image and Sound Industries in the West Midlands

Client: Advantage West Midlands, Cluster Opportunity Group - 2007
Overview of scope and growth potential of the sector in the region, designed as a briefing for senior figures in the public sector and industry. Included advice on future a future sector research strategy.

Rural Creative Industries Study

Culture East Midlands/EMDA, 2007
Research into creative industries in 27 predmoninantly rural districts of the East Midlands, comprising a detailed data mapping exercise, and a range of case studies analysing the needs of specific creative businesses in the region. The research will inform the work of creative industries and cultural agencies, local authorities, SSPs and the RDA, and includes dissemination and training activities with each participating county.

This multi-client study employs a combination of quantitative and qualitative research methods to examine how the creative industries are making an impact on rural economies throughout the UK, and how best to apply examples of policy and practice to drive a creative countryside. (With Experian.)

Research into the Digital Content Sector in the North West of England

Client: North West Vision (NWV) – 2006
Structured analysis of the key companies and organisations working in the interactive digital media sector in the North West. The research underpins NWV’s more proactive engagement with the sector, focusing on business growth opportunities, including the exploitation of IP and closer collaboration with the broadcast media sector.

The Creative Industries in Westminster

Client: Westminster City Council – 2006/7
This project is a major study on the centre of the UK’s creative industries that analyses the key needs and requirements for the sector and presents policy recommendations for supporting Westminster’s creative industries in the future. The research involves a telephone survey of 600 creative businesses and depth interviews with 25 companies, ranging from Christie’s and Soho’s largest advertising agencies, to micro design businesses and sole traders in jewellery and the visual arts (with GVA Grimley).

A Socio-Economic Study of the Creative Industries

Building on BOP’s evidence base for the creative industries in Lincolnshire, this project builds the case for public intervention in the sector and develops a new creative industries support mechanism for the County.

Statistical analysis of the creative industries in Tynedale and Castle Morpeth, including five-year trends analysis, as the first stage of a two-part research project examining the sector in the two local authority areas.

Creative Industries Research and Development in South Africa

Client: British Council – 2006
Awareness raising campaign in South Africa to promote the importance of the creative industries as a commercial sector and the UK experience of creative industries policy-making. BOP is also advising the British Council and South African economic research teams on creative industries mapping projects in Western Cape, Gauteng, and Kwa Zulu Natal.

Review of Museums, Library and Archive Activity with Children and Young People

Client: MLA North West, the North West Hub and MLA – 2006
Research to map and review the current evidence available on the impact of museum, library and archive activity on children and young people. The research examines literature with a national, international and North-West specific focus, and provides a model for how MLA activities relate to external policies at national, regional and local level for children and young people – including Every Child Matters and Youth Matters.

Creative Economy Programme: The International Perspective

Client: DCMS – 2007
Research to understand other national governments approaches to developing the creative industries to inform the Creative Economy Programme. The research considers sector-specific and cross-cutting policy frameworks and particularly examines specialised education programmes, investment in particular sectors and sub-sectors, funding of industry bodies, and sector promotion activities. 13 countries and territories were examined that includes USA, Canada, Australia, New Zealand, South Korea, Singapore, China, France, Japan, Finland, Sweden, Hong Kong, and Taiwan.

Mapping Public Technology Programmes in Relation to the Creative Industries

Client: DCMS – 2006
Research that maps existing public technology programmes that have a potential linkage to creative industries, identifying ‘best practice’ within public technology programmes and outlining the extent to which current programmes take into account, and meet the needs of, the creative industries. The paper feeds into the Creative Economy Programme and provides evidence to support the development of a Creative Technology Programme.

Celebrating St Andrew’s Day – An Assessment of the Economic, Social and Cultural Costs and Benefits

Client: The Scottish Parliament – 2006
Research to quantify and assess the potential economic, social and cultural costs and benefits of celebrating St Andrew’s Day in Scotland. Our work provides analysis of comparator models from other countries, and examines the potential impacts of a number of options for celebrating a ‘national day’ in Scotland on St Andrews Day, including the possibilty of establishing a bank holiday – an action that is now being considered by MSPs. Moving Image and Sound in Higher Education and Research

Client: British Universities Film & Video Council (BUFVC) – 2006
Design, implementation and analysis of an online survey for BUFVC to establish the needs and views of the higher education community in the UK regarding their use of, and need for, moving image and sound material in teaching and research. The survey contributed to a wider strategic organisational review process.

Creating Global Statistics for Culture: Expert Scoping Study

Client: UNESCO Institute for Statistics – 2005/6
The study represents the first phase of work to update UNESCO’s Framework for Cultural Statistics (FCS). The scoping study revisits the intellectual framework that underpins the FCS in light of technological developments, shifts within cultural policy and the needs of developing countries. It reviews existing indicators used by member states for measuring culture, and provide proposals to update the FCS ahead of the publication of the World Report on Cultural Diversity in 2007 (with the LSE and the University of Leeds).

The work maps the distribution of venues and resources based on a national survey of 500 organisations, plus two qualitative area-based case studies in North West England and the Leaside boroughs of London. Music Industry Project North West

The project involved wide-ranging consultation with experts and stakeholders and research of existing support structures - identifying best practice, and developing a strategic direction for the sector, with a strong focus on inter-agency cooperation and partnership. London's Culture Equation '06

Cox Review into Creativity and Business: LDA Response

Production of a short paper that develops and articulates how business in London and work being undertaken by the LDA is already engaging with the agenda covered by the Cox Review (i.e. the strength of the creative industries and, in particular, the importance of design to the rest of the economy). This study analyses to date the impact the Design Factory has had on the design sector and on raising the profile of the East Midlands. Evaluation of Creating Cultural Capital Programme

Evaluating the developmental and pilot phases of the Council of Europe’s Creating Cultural Capital (CCC) programme, which seeks to promote democratic cultural policy, support structures, and partnerships across Europe, with a particular emphasis on areas such as the Balkans, Ukraine and the Russian Federation. BOP’s work included a review of CCC’s extensive documentation, consultation with key stakeholders and participants, and recommendations for future activity.

Impact 2007

Client: Arts Council England, East Midlands) – 2006
The project examines the economic, social, and artistic impact of ACE, EM’s investment in its regularly funded organisation (RFO) portfolio and develops a ranking system that compares organisations according to their impact. BOP developed an assessment framework and a league table of RFOs based on Arts Council RFO monitoring information.

Diversity in Publishing Evaluation

Client: Arts Council England (ACE) – 2006
Formative and summative evaluation of the development of a three-year Diversity in Publishing Programme (2005-2008) established by ACE. The evaluation reviews the entire programme, which includes a series of traineeships, a university outreach initiative, a professional development network, and press and PR activity. It assesses the impact of the programme and its success at meeting its objectives using various evaluation methods such as focus groups, interviews, workshops and quantitative analysis.

Regional Cultural Commentary for Lambeth

Client: London Borough of Lambeth – 2006
Production of Lambeth Cultural Services’ Regional Commentary, which provides an evidence-based overview of the Borough’s achievements and objectives in the provision of cultural, leisure, sport and parks services for its residents. The report was produced for GOL, ACE London, Sport England and MLA London as part of the national initiative promoted by the DCMS, and constituted the first phase of Lambeth’s involvement in the initial pilot scheme in London.

Youth Media Fund Bid

Client: First Light– 2006
Producing the winning proposal to manage and deliver the £5m DfES Youth Media Fund programme, on behalf of a consortium including First Light, the UK Film Council, the Media Trust and Skillset. BOP played an instrumental role in helping the partners to develop their offer, and wrote the bid that convinced DfES to award the contract to the consortium.

Evaluating the Impact of Creative Partnerships on the Cultural and Creative Economy

Building on BOP’s pilot transactions analysis, the study investigates whether CP is really ‘building the capacity’ of the cultural and creative sectors (and in what ways), by examining three areas of impact: the market for creative products and services; individual practitioners and firms; and local and regional economies.

Evaluation to assess the impact of the CIBAS South East intervention on beneficiaries, examining a number of outcomes, particularly learning and business growth.
